Customs declaration inspection should pay attention to matters
1. Qualification for inspection
1. When applying for inspection for the first time, the unit that applies for inspection shall go through the formalities of registration and filing with the business license of the unit and the approval document of the government, and obtain the code of the unit that applies for inspection. After passing the training by the inspection and quarantine organ, the inspectors shall obtain the certificate of inspector applying for inspection and submit the certificate for inspection.
2. The agent inspection and quarantine reporting unit shall go through the registration formalities according to the provisions. The inspection and quarantine reporting personnel shall receive the certificate of agent inspection and quarantine reporting after passing the training by the inspection and quarantine organ, and the certificate shall go through the formalities of agent inspection and quarantine reporting.
Where the agent applies for inspection, a power of attorney shall be provided to the inspection and quarantine organ, which shall be filled out by the trustor in the form prescribed by the inspection and quarantine organ.
For non-trade inspection applications, the applicant may go through the inspection application procedures directly with valid certificates.
2. Scope of inspection
(1) the state laws and regulations stipulate that inspection and quarantine must be conducted by an inspection and quarantine organ;
The import country or region stipulates that a certificate issued by the inspection and quarantine organ is required for entry;
(3) subject to inspection and quarantine as provided for in relevant international treaties;
Application for issuing GSP certificate of origin or general certificate of origin;
5. The appraisal business and entrusted inspection applied by foreign trade related parties;
6. The foreign trade contract or letter of credit stipulates that the inspection and quarantine organ or the official organ shall issue the certificat
7. The entry goods which are not included in the catalogue of inspection and quarantine commodities are found to be unqualified in quality or damaged or in shortage after acceptance inspection by the receiving or using units, and the inspection and quarantine bureau needs to issue a certificate to claim for compensation;
8. The appraisal business entrusted by judicial and administrative organs concerning the content of entry-exit inspection and quarantine;
3. Report the change of inspection certificate
(1) when applying for revocation, the applicant shall state the reasons in writing, and the revocation procedure may be completed only after approval.
(2) if no contact is made with the inspection and quarantine matters within 30 days after the inspection application, the inspection and quarantine application shall be cancelled automatically.
(3) under any of the following circumstances, a new inspection shall be submitted:
A. the valid period of inspection and quarantine is exceeded;
B. Change the importing country or region and have different inspection and quarantine requirements;
C. change the packaging or reassemble;
D. the inspection report has been revoked.
(4) when the applicant applies for the amendment of the certificate, he/she shall fill in the amendment application form, submit relevant letters and telegrams and other supporting documents, and return the original document. After examination and approval, he/she may go through the amendment procedures.
(5) if the name, quantity (weight), inspection and quarantine results, packaging, consignor, consignee and other important items are inconsistent with the contract or letter of credit after modification, or are inconsistent with the provisions of laws and regulations of the exporting or importing countries or regions, they shall not be changed.
(6) if the applicant loses his/her inspection and quarantine certificate, he/she must state the reasons in writing, sign by the legal representative, affix his/her official seal, declare the certificate invalid in the designated newspaper or journal, and issue it again after the examination and approval of the inspection and quarantine bureau.
4. Fill in the inspection form
(1) the inspection report form shall be truthfully filled out and affixed with the official seal of the unit by the personnel holding the certificate of inspection report officer; The agent applying for inspection shall affix the seal of the agent applying for inspection and quarantine in the inspection and quarantine institution for the record.
(2) in principle, one inspection report should be made for a batch of goods. A batch of imported goods refers to the same contract, invoice and bill of lading; A batch of outbound goods refers to the same item name, means of transport, transportation to the same place and consignee.
(3) the application form shall be complete, authentic, accurate and shall not be altered. Column content cannot fill in really, should make clear with "* * *". Use print or pen for clear writing.
(4) no one may alter the documents accepted for inspection.
(5) consignor/consignee: it shall be made according to the consignor or credit beneficiary of the foreign trade contract; HS code: according to the code of goods listed in the commodity classification and coding coordination system. Quantity applied for inspection: fill in the quantity applied for inspection and quarantine, and indicate the name of the unit of measurement of the goods; Inspection weight: fill in the weight applied for inspection and quarantine, and indicate the net/gross weight and unit of measurement; Total value of goods: according to the value of goods listed in the contract and invoice, indicating the currency; Inspection and quarantine items: complete item by item of legal inspection items or items agreed in the contract; Application for inspection and quarantine certificate: specify exactly the type of inspection and quarantine certificate required.
(6) the name of the inspector must be signed in the declaration column of the inspector.
5. Change the instructions for filling in the application form
(1) applicant: fill in the inspection unit and affix the official seal.
(2) contact person: fill in the name and certificate number of the inspector.
(3) original certificate issuing form: fill in the type, number and number of copies of the original certificate issuing form returned.
(4) name and quantity of goods: fill in the name and quantity of goods listed in the original certificate issuing form.
(5) reasons for change: specify the reasons for changing the certificate.
(6) change content: list the certificate content before and after the change in detail.
(7) other columns of the application form shall also be filled out truthfully.
